Srinagar: Senior IPS officer Vijay Kumar on Wednesday joined as Additional Director General of Police Law and order, Jammu and Kashmir.
The 1997 batch IPS officer was posted as Inspector General of Police Kashmir in December 2019- months after J&K’s special status was scrapped. At that time he was prematurely repatriated from government of India.
Kumar served in several positions in J&K. He served as SDPO Ganderbal, SP SOG Pulwama, SP Awantipora, SP Kulgam, SP Kupwara and DIGP South Kashmir Range Anantnag. Beside he has served in CRPF as DIG Delhi Range, IG CoBRA, IG Ops and IG Chhattisgarh sector.
Beside handling anti Maoists operations Kumar has also successfully handled Jat Agitation in Haryana in the 2016 while serving in CRPF.
During his tenure as Kashmir Police Chief the first ever and incident free District Development Council election were conducted.
An effective Covid-19 lockdowns were also ensured, officials said.
During his tenure, a new funeral & burial arrangement was put in place and bodies of more than 550 terrorists were buried in border areas in the presence of family and magistrate which stopped glamourisation of terrorism and helped in reduction in recruitment of youth into terror ranks.
Post death of Kashmiri separatist leader Syed Ali Geelani, law and order management was smooth and incident free, street violence and hartals culture totally were totally stopped.
There was no civilian killing by law enforcement agencies during law and order situations. During this period there was minimum collateral damage during encounters and dramatic reduction in recruitment of youth into terrorism
In 2018, the militant recruitment was 210 and this year it has gone down to 10.
The incident free G20 submit, Muharram procession in city after 34 years, incident free padyatra of Rahul Gandhi, incident free Amarnath Yatra in 2022 & 2023 were other achievements during his tenure.
On investigation front;1395 cases of UAPA disposed off and disposal percentage gone upto 87%, beside conviction in UAPA cases also started from 2021 and 605 terrorists were killed.
Besides hundreds of terrorists and terror associates were arrested in different terror modules.
Special focus was given on narcotics and narco-terrorism.
Kumar has been awarded President Police medal for gallantry, three times police medal for gallantry, president police medal for distinguished service and police medal for meritorious service.
Election Commission of India has awarded the prestigious National Award for conducting Assembly elections in 9 states in the year 2018. J&K Govt has also awarded JK Police medal for gallantry ( Bar) and JK Police medal for meritorious service. Beside Chief of Army Staff, GOC-in-C, DG CRPF and DG J&K have awarded commendation card/disc.
